In a large mixing bowl, beat the butter and sugars together with an electric mixer until light, smooth, and creamy.
Add the egg and mix until fully incorporated. Reduce the mixer speed to low and gradually add the flour, Jell-O powder, baking powder, and baking soda. Mix just until a soft dough forms and no dry streaks remain.
Using a standard-size cookie scoop, portion the dough onto the prepared baking sheet, spacing the cookies about 2 inches apart.
Bake for about 11 minutes, or until the edges are set and the cookies are lightly golden.
Remove the cookies from the oven and immediately press a Hershey's Kiss into the center of each cookie.
Allow the cookies to cool on the baking sheet for a few minutes before transferring them to a wire rack to cool completely.
