In a large saucepan, combine the granulated sugar, brown sugar, butter, corn syrup, and salt.
Bring the mixture to a gentle boil over medium-low heat, stirring frequently. Boil for 1 minute, or until the sugars have dissolved.
Remove from the heat and stir in the cinnamon and nutmeg until fully combined.
Add the peanuts to the warm toffee mixture and stir until every peanut is evenly coated.
Spread the coated peanuts into an even layer on the prepared baking sheet. Bake for 25 minutes, stirring every 8 to 10 minutes to keep the coating evenly distributed.
Remove the baking sheet from the oven and allow the peanuts to cool on the pan for 20 to 30 minutes. Stir them every 5 to 10 minutes as they cool to help separate the nuts and prevent large clusters from forming. The coating will become crisp as it cools. Break apart any remaining clusters before serving.
