Line an 8x8 inch pan with parchment paper and put aside
Cook flour either by oven or microwave method.
Dough
Beat softened butter until fluffy, then add in peanut butter, sweet condensed milk, brown sugar, vanilla and flour. Beat until well blended.
Fold in ½ cups of chocolate chips.
Press dough into prepare pan and refrigerate.
Topping
Over medium temperature, heat heavy cream until it just begins to slightly bubble. Remove from heat and add in chocolate chips. Wait 5 minutes and whisk vigorously until smooth and silky.
Remove from heat and stir in remaining chocolate chips. Wait for 5 minutes, then whisk until smooth and satiny.
Pour over the top of the refrigerated cookie dough fudge and smooth out.
Add sprinkles, sparkles or your favorite topping.
Refrigerate again for at least 4 hours.
Remove from fridge and, with a hot knife, cut into squares. (*hint* allowing the bars to come to room temperature before cutting will ensure clean and easy cutting)
